data validation in-cell drop down list

I have several workbooks containing 14/15 worksheets, mostly identical in structure. One worksheet fails to show the pull me down arrow when a cell is selected. Is there a way to sort this?

Solution no.1 - unfreeze panes. This works, but i would actually like to freeze panes so as to scroll the the rest of the worksheet - any ideas?

XL97: Data Validation List Does Not Appear (Q236620)

The information in this article applies to:Microsoft Excel 97 for Windows

SYMPTOMS
In Microsoft Excel, when you select a cell that uses data validation that allows a list as a validation criterion, the drop-down list box arrow does not appear.

CAUSE
This problem may occur when the following conditions are true:

You are using data validation on a cell that uses a list as a validation criterion.
-and-
You are using the freeze panes feature.

WORKAROUND
To work around this problem, unfreeze the window panes. To unfreeze panes, click Unfreeze Panes on the Window menu.

STATUS
Microsoft has confirmed this to be a problem in the Microsoft products that are listed at the beginning of this article. This problem no longer occurs in Microsoft Excel 2000.

ok, so i have learnt that freeze panes and data validation don't always agree! but the data validation still works - just no list. I still have worksheets that don't show lists after unfreezing panes...
