Picture in a cell

Is it possible to place a picture in a cell rather than have it float over the cell/cells?
If so how is this done?

I don't know if that is possible but this might work for you (something similar was actually posted here by someone cleverer than me, so I can't claim credit)
Select your cell.
Insert a comment.
Double click the border of the comment.
Format shape dialogue box opens
Select tab for Colors & Lines
Open drop-down box for colors
(at bottom) select Fill Effects
Select Picture tab
Grab your picture, click Insert and okay.
Size your comment box so it exactly fits its own cell.
Doubleclick border of comment again to format.
Select Properties tab
Select Move & Size with Cells, click OK.
Go to cell and select Show Comment.
