Creating a drop down menu when info is in rows

How do I Create a drop down menu when the info I want to use in the menu is in rows?
I can do it with columns but when I do it with rows only the 1st option appears.
I also tried validation>list, which works when the data is in a row but it has to be on the same sheet but my info is on a different sheet.

Validation list works with data from another sheet if you use a range name as the list. In other words, define a range name for the row data, then use that range name on another sheet as the reference for the validation list.
