Number Formating Problems

I have a worksheet that was emailed to me, when I try to sum to cells using "=sum(C17:C18)" I get 0, when I add them together like this "=C17+C18" I get 64 - the correct answer.

For some reason I cannot change the number format of the cells. If I right click and choose format cells nothing happens. When I try to use the "$" button to change it to currency it just bolds the text.

Any thoughts on what's happening, and how to fix?

Your numbers are really text (e.g., "10"). Select
'em, choose the Data | Text to Columns... menu
command and press [ Finish ].
